CONSUMER BOUNTY ACT

Each of the following citizen suit provisions, Toxic Substances Control Act, 15 U.S.C. 2619; Surface Mining Control and Reclamation Act of 1977, 30 U.S.C. 1270; Clean Water Act of 1976, 33 U.S.C. 1365; Marine Protection, Research and Sanctuaries Act of 1972, 33 U.S.C. 1415(g)(1); Safe Drinking Water Act, 42 U.S.C. 300j-8; Noise Control Act of 1972, 42 U.S.C. 4911; Energy Policy and Conservation Act, 42 U.S.C. 6305; Solid Waste Disposal Act, 42 U.S.C. 6972; Clean Air Act, 42 U.S.C. 7604; Comprehensive Environmental Response, Compensation, and Liability Act of 1980, 42 U.S.C. 9659; Powerplant and Industrial Fuel Use Act of 1978, 42 U.S.C. 8435; Emergency Planning and Right to Know Act of 1986, 42 U.S.C.
11046(a)(1); Outer Continental Shelf Land Act, 43 U.S.C. 1349; and Hazardous Liquid Pipeline Safety Act of 1979, 49 U.S.C. 2014, is amended by adding a new section that states:

(a) In any civil action brought under this section in which the plaintiff or plaintiffs prevail in whole or in part, the court shall award the prevailing plaintiff or plaintiffs $500. This award shall be paid by the defendant or, jointly, the defendants against whom the plaintiff has prevailed.

(b) Nothing in this section shall preempt or restrict the right of any person to obtain damages or any other relief under any provision of law.
